Does TIF district include train station?

According to an article by Martin L. Cahn in the Chronicle-Independent dated Oct. 26, 2011, Councilman Walter Long, in reference to the TIF district, stated to Councilman Willard Polk: “This even includes a piece of property that you and your wife have asked about and that is the old railroad station.” Asked about? Perhaps he should be more accurate. I -- not my husband -- worked for approximately two years to acquire “that old railroad station” for the city, and CSX agreed. However, when it came down to a final agreement, our City Council at that time (which included Long) did not agree to accept “that old train station” because the city did not have the “financial resources to secure the building as would be required in the lease agreement.” Wouldn’t our hospitality tax which is now being used to help in funding a sports complex or YMCA (or whatever) have been a great way to help in funding the renovation of “that old train station” and that would have indeed been “tourism related”!  

According to the City of Camden Redevelopment Plan, dated Oct. 25, 2011, (Section I. Introduction, page 1), the TIF district “covers most properties located within the triangle area created by the convergence of York Street and York Street Extension (a/k/a Chestnut Ferry Extension) to West DeKalb Street to the south of South Carolina Highway 1 (a/k/a West DeKalb Street). It includes many institutional and commercial properties located to the north of South Carolina Highway 1 (a/k/a West DeKalb Street) and south of the CSX Railroad line.” And, in Section II, Boundaries of the Redevelopment Area, page 2, the wording includes: “…North of West DeKalb Street it includes the old train depot…” However, unless I have totally misinterpreted the information, the boundary, as shown on Exhibit A, A-1 (Maps of Redevelopment Area) does appear to stop at the CSX property line and does not include “that old train station” and the CSX right of way. Also, Exhibit B (Properties Located within the Redevelopment Area) does not list any CSX property. Which is correct?
