Elgin to update planning, zoning regs

Elgin Town Council is moving forward with plans to update its planning and zoning regulations. During the council meeting Dec. 6, Dan Vismor, of Vismor and Associates, presented council with an outline of how he could provide a comprehensive plan for the town.

Vismor noted that the last time he addressed council about planning and zoning was 10 years ago.

“A lot has changed since then. There is a new council, and the town has changed quite a bit,” he said.

Vismor explained to council that the new plan would greatly expand the amount of information involved and that the town had “the whole year of 2012” to complete it.

Mayor Brad Hanley said he felt the best way for council to plan for the upcoming planning and zoning changes would be to have a joint meeting with council and the Elgin Planning Commission.

“That way, everyone can be on the same page,” he said.

Council agreed to review the proposed updates for the plan and will announce a recommendation at a later date.

In other business:

Elgin Zoning Administrator Randy Pruitt informed council of a recent Insurance Services Office audit. The town was rated a 6 out of 10 ranking.

 “Insurance companies look at this rating when issuing homeowners insurance,” Pruitt told council.

• Elgin Police Department (EPD) officer Renee Wilson was recognized for five years of service to the town. Wilson has been with the EPD since 2006 and has since graduated from the S.C. Criminal Justice Academy.

“We’re very proud of her,” EPD Chief Harold Brown said. “Thank you for your service to the town.”

• Council appointed Novella Taylor to the Elgin planning and zoning committee.

• Council is still looking to fill two vacancies on the zoning appeals board. Members of the board must live within the town limits of Elgin.

• Hanley said he expects Rod Dooley of Dooley and Co. to give council an update next month on the audit.
