Davis leaving Rec department

Kershaw County is searching for a new Recreation Department head after Director James Davis recently announced that he would soon be vacating the position.

According to Kershaw County Administrator Vic Carpenter, Davis has been offered a position as a Kershaw County magistrate.

“He’s expressed total willingness to work through a transition as needed. It could be December or it could be January, just based on how we’re able to get the position filled,” Carpenter said of the timetable to  replace Davis.

Carpenter said Davis has offered to advise the county and his replacement before he leaves officially in order help make the transition easier.

“If there’s any overlap there, he can give some guidance. That part is a little open still,” he said when asked what date Davis would leave the position.

He said the county will be looking for a candidate with a four-year degree that has experience running a “parks and rec” department.

“We’re advertising it in South Carolina and North Carolina, trying to get a wide net cast for people. We have it listed online through city and county government websites, through professional organizations that focus on parks and rec, any place like that we could think of.” 

Noting that Davis has worked for the rec department for at least 20 years, he said he will certainly leave some “big shoes to fill.”

“Everybody loves James. I know it’s hard for him to move on and I know we won’t find him. We’ll have to find someone else that’s different because we can’t find someone exactly like that and replace him,” Carpenter said.

A description of the job listed on the county’s website lists a number of qualifications and responsibilities, for the position, including, but not limited to:

•supervising and evaluating the operations, projects, and budget of the recreation department;

•developing, recommending and implementing department policies and procedures;

•ensuring the department’s compliance with applicable federal, state and local laws and regulations;

•supervising department staff, which would include instructing, assigning, reviewing and planning work of others;

•reviewing the work of subordinates, consultants and contractors for completeness and accuracy, evaluating and making recommendations as appropriate, and offering advice and assistance as needed;

•providing adequate staff training and development opportunities;

•developing and administering the department budget, ensuring through oversight the effective and efficient use of budgeted funds, personnel, materials, facilities and time;

•planning, organizing, promoting and directing a comprehensive, county-wide athletic and recreational program for all age groups;

•supervising and directing the activities and use of public recreational facilities such as athletic fields, courts, playgrounds, parks, swimming pool, tennis facilities and the recreation center;

•studying recreation needs, examining programs of other cities, counties and states to determine their applicability to Kershaw County;

•representing the department and the county at various local, regional and national conferences and meetings, serving as a liaison to other counties, municipalities, state and federal agencies, various boards and commissions, community/professional/civic groups, the news media, other professionals and the general public;

•planning and participating in departmental marketing and public relations efforts; making presentations to inform the public about department projects and programs; and

•taking appropriate steps to ensure the safety of all citizens that utilize recreation and park facilities and working closely with local law enforcement to apprehend, investigate and follow through with the courts those found to be in violation of applicable laws.
