County council set to finalize budget

A public hearing and a third and final vote on the Kershaw County budget for fiscal year 2015 is on the agenda for Tuesday’s meeting of the county council. The meeting normally would have been June 10, but was postponed a week by the primary election.

The meeting agenda also lists a public presentation by the Kershaw County Humane Society and resolutions honoring Camden Military Academy and Col. Eric Boland, another requesting "No Through Trucks" signs from the SC Department of Transportation on Ivo Cricle and the county road that connects Ivo Circle to Greenhill Road. A third resolution on Tuesday’s agenda affirms the creation of Kershaw County Public Facilities Corporation to oversee the funds from the council’s agreement to enter into an agreement to provide up to $8.5 million for improvements to Central Carolina Technical College, the county detention center, county recreation facilities and other appropriate projects.

A third and final reading will be considered that would allow the county to determine a fee for septic tank pump out companies to dispose of the waste at the county-owned wastewater treatment plant. Second reading will be held on an ordinance regarding how to distribute money collected from fee-in-lieu-of-taxes agreements will be considered.

Several first readings are on the agenda regarding changes to the county’s zoning and land use regulations:

• One would amend regulations regarding "bed and breakfast" facilities.

• Another would amend the regulations on site plan requirement.

• The next regards sketch plan review.

• Another would amend a regulation on preliminary plans for large subdivisions.

• Another would address major group development approval

• Another concerns the planned development district site plan.

• Another cover off-street parking regulations based on zoning designations.

• Another regards registration requirements for temporary signs, and

• The final would change the zoning of a land parcel from R-15 to RD-2.

Under new business, council will consider appointments to the Airport Commission and the Economic Development Advisory Committee and will consider a contract extension for a commercial operator at Woodward Field, the county airport.

The meeting is at 5:30 p.m. in the council chambers at the Kershaw County Government Center, 515 Walnut St., Camden, and is open to the public.
