An Elgin man reported that someone struck his vehicle, a Mercedes E350, while it was parked in front of his house on Oakland Drive in Elgin, sometime during the evening or early morning hours of Dec. 19-20. An officer on patrol noticed a vehicle pass him with no tag light at a high rate of speed. The officer stopped the vehicle and spoke to the driver. The officer said he noticed the smell of marijuana and asked the driver about it; the driver told the officer he had two baggies of marijuana under his car seat. A second officer arrived on the scene; the two searched the vehicle and found one baggy but could not find a second. The driver was issued a summons for possession of  drug paraphernalia.
