Elgin councilman arrested on DUI charge

The S.C. Highway Patrol (SCHP) arrested Elgin Town Councilman Larry Risvold in February for driving under the influence (DUI) after a trooper observed him driving on the wrong side of the road when turning right on Blaney Road from U.S. 1.
