Marvin Allen of Lugoff, information technology (IT) director for Fairfield County, has successfully graduated from the 2010 Certified Government Chief Information Officers Program (CGCIO) through the University of North Carolina at Chapel Hill’s School of Government, in partnership with the Municipal Association of South Carolina
