On a 3-2 vote, Elgin Town Council voted to amend procedures for the town's Citizen of the Year award during its Nov. 3 meeting. The amended procedures now include making sitting council members ineligible to win the award. The revised procedure will go into effect this year.

Kershaw County School District (KCSD) students will be in close Monday, originally set aside as a professional development day for teachers, because of area flooding which closed schools for a week. The Kershaw County Board of School Trustees approved the make-up day during a meeting Tuesday night, moved from its original Oct. 6 date. Three other make-up days have already been scheduled for Jan. 12, Feb. 15 and March 25 in 2016.
Sam Kendall's -- located on 1043 Broad Street, Camden -- opened an outdoor dining area last Wednesday giving restaurant patrons the option of enjoying meals viewing downtown Camden. The iron enclosure was installed by Midlands Tooling in Lugoff by David Woolward. Sam Kendall's owner Jonathon Bazinet said that having the dining area was something he has wanted to do for years and was inspired by restaurant dining areas in Chicago. Elgin suffered much of the effects of this past weekend's heavy rains. Like the rest of the county, Elgin is in recovery mode, and Elgin Town Council received an update from Kershaw County officials during its meeting Tuesday evening.

More than 125 community members, government officials and students participated in the annual Day of Caring, sponsored locally by the United Way of Kershaw County. The Day of Caring is always held Sept. 11 to commemorate the day by volunteering in schools, libraries and nonprofit organizations throughout Kershaw County.
Forty-six foster and shelter dogs got a second chance at finding a forever home Friday afternoon thanks to a collaboration of the Animal Rescue Fund (ARF) of the Hamptons, N.Y.; Fostering Foster Animal Rescue (FFAR) of Camden and Kershaw County's Walter M. Crowe Animal Shelter.
South Carolina has one of the highest incidents of domestic violence-related homicide in 2014. According to the latest South Carolina Report on Domestic Violence, Homicide Victims, 83 percent of reported incidents in the state were committed against women. Sistercare -- a private, nonprofit United Way partner agency serving Kershaw, Fairfield, Lexington, Newberry and Richland counties -- helps battered women and their children. Executive Director Nancy Barton said Sistercare's purpose is to provide various services for women and their children who are survivors of domestic violence.
