Camden City Council will hear a presentation on a proposed Bailey Bill ordinance during its work session Tuesday. The work session will begin at 4 p.m. The Bailey Bill refers to state law (S.C. Code of Laws §4-9-195 and §5-21-140) which allow local governments to grant special tax assessments to buildings and structures that qualify as rehabilitated historic properties. Basically, the Bailey Bill allows local governments to tax a qualifying property at the fair market value at which the property was assessed prior to rehabilitation.
