ALPHA Center helps kick off youth arbitration program

It takes “a true collaborative effort to raise a village,” 5th Circuit Solicitor Dan Johnson said Thursday as his office and the ALPHA Center kicked off Kershaw County’s new Community Youth Arbitration Program. The program will keep first-time, non-violent juvenile offenders from immediately entering the formal justice system. In lieu of entering the system, these juvenile offenders will go to arbitration hearings in their own community with their parents, arresting officer, victim and a volunteer arbitrator.
