Brown retiring as Elgin police chief after 27 years

Elgin Police Department (EPD) Chief Harold Brown recently announced he will retire on October 9. At that time, Lt. Alan Anders -- whom Brown described as his “right hand man” for many years -- will actually become chief the day before, on Oct. 8.
