A 3-year-old Kershaw County boy is safe and his biological mother arrested and charged following a car chase that started in Chesterfield County and ended up in North Carolina. The Kershaw County Sheriff’s Office (KCSO) identified the little boy as Jasper Garcia and his mother as 26-year-old Vanessa Brianna Weatherford.
