A 39-year-old Elgin man arrested in connection with a probation violation and a heroin possession charge on July 26 was in possession of a moderate quantity of copper wiring when he was stopped by a Kershaw County Sheriff’s Office (KCSO) deputy responding to a call of a suspicious person at Sessions Road and Wildwood Lane.
