A Kershaw County Sheriff’s Office (KCSO) deputy, with Department of Social Services (DSS) assistance, took a special needs child into emergency protective custody on Nov. 14 after their school reported seeing significant bruising around the child’s neck. The deputy, with school staff, met the student away from others and reported seeing bruising, including a finger mark on the right side of the child’s neck.
