Two-year-old Dakota Day Ray, is considered to be a missing child even though she is thought to be with her parents. Dakota is considered missing because her parents -- William Eugene Ray, 43; and Jessica Louise Ray, 36 -- allegedly obtained custody of her in violation of a safety plan put in place by the S.C. Department of Social Services’ office in Kershaw County. Dakota’s case is also a multi-state investigation because a woman in North Carolina contacted the Camden Police Department (CPD) saying she saw the family around 11 a.m. Tuesday and the van in which they are allegedly traveling at a gas station in that state.
