SCFC urges stiff penalties for fire violations

Had it been a year ago, Edward Brisbane and Donna Highman would’ve probably left the Kershaw County Courthouse Thursday with a $125 t­­­icket. Instead, last week they left with a fine of $370 handed down from Kershaw County Chief Magistrate Judge Eugene Hartis, and even that was $100 less than it could’ve been. Brisbane and Highman were charged last month with “allowing fire to spread” in Rembert and Cassatt, respectively.
