An Elgin man is now commander of the S.C. Highway Patrol’s training division. Capt. Edward Jacob Talbot Jr., a 24-year patrol veteran with 15 years in the training unit, became its commander effective Oct. 10. He succeeds Capt. Art Felder, who recently announced his retirement after more than 25 years of loyal and dedicated service to the SCHP. “Capt. Talbot brings a wealth of experience and knowledge to this position,” Highway Patrol Col. Mike Oliver said.
