A former Kershaw County Sheriff’s Office (KCSO) deputy caught on tape beating an arrested man has been indicted by a federal grand jury with violating the victim’s civil rights. In a statement released Tuesday, the South Carolina U.S. Attorney’s office said Oddie Tribble Jr., 51, was charged in a one-count indictment “arising from the use of excessive force in striking” Charles Shelley, of Camden, 27 times with an asp on Aug. 5. Shelley, who was handcuffed at the time, suffered a fractured leg.
