The Elgin Police Department (EPD) recently found and charged the truck driver responsible for causing a gas leak in downtown Elgin July 1. The EPD is charging Roland McPhail, a driver with J. Grady Randolph Inc., with hit and run property damage for running over a natural gas line on Pine Street. During the July 1 incident, McPhail allegedly drove an 18-wheel flatbed truck into a no-through truck route when he ran over the gas line, and left the scene.
