School board discusses 'discouraging' state proposals

The Kershaw County School Board of Trustees discussed two “discouraging” proposals Tuesday night made by State Superintendent Mick Zais and Gov. Nikki Haley. Kershaw County School District (KCSD) Superintendent Dr. Frank Morgan told the board the state superintendent proposed no increase in base student cost.
