For the first time since implementation of the state report cards in 2001, 100 percent of the Absolute and Growth ratings issued Friday for Kershaw County elementary and middle schools are Excellent, Good or Average. Statewide, only 82 percent of schools achieved this level for Absolute ratings and 88 percent for Growth ratings. “I am absolutely ecstatic with this news,” said Kershaw County School District Superintendent Frank Morgan.
