“We need some help,” Kershaw County School District (KCSD) Superintendent Dr. Frank Morgan told members of the Kershaw County Board of School Trustees on Tuesday night. Morgan made the comment while presenting the board with a preliminary $81.289 million budget for the 2017-18 school year. He said that accounts for a 3.1 percent increase from the current school year budget and that 60 percent of that increase is to cover rising insurance and pension costs.
