Kershaw County Council sat stone-faced in council chambers Tuesday as, one by one, 13 county residents got up and resoundingly voiced their opposition to a proposal to hand most of Sheriff Jim Matthews’ power to a new county police force. Virtually every speaker from the standing-room-only crowd was met with cheers and applause, including Elgin resident Tim Taylor, who even received a chorus of “amens” after wrapping up his comments to council. “The county wanted a change and that’s why we voted for Matthews.
