County council says goodbye to Smoak, Wise

Kershaw County Council bade farewell to a councilman and its chairman at its last regularly scheduled meeting Tuesday. Council normally would have a second meeting this month, but cancelled it due to the Dec. 23 date falling so close to Christmas. Fifth District Councilman Stephen Smoak decided early this year not to seek reelection after serving two four-year terms.
