Twenty-two years ago, in 2000, urban growth along the U.S. 1 corridor in Kershaw County resulted in parts of the Lugoff area being incorporated into what is known as the Columbia Area Transportation Study, or COATS. By 2010, this “urban area” was expanded all the way to the Wateree River. At one point, the entire city of Camden was going to be added to COATS, but ultimately was not.
