Kershaw County Council unanimously voted at a special meeting Thursday to opt out of the city of Camden’s proposed tax increment financing (TIF) district. The proposed TIF district consists of a 126-acre “blighted” area where the city plans to issue bonds to pay for $21 million worth of public and utility improvements. The TIF district plan would “freeze” tax assessments of properties within the proposed district.
