KCC gets refresher course in government

Kershaw County Council’s work session had a classroom-like atmosphere Thursday as council members heard a nearly hour-long tutorial on the duties of local governments. Scheduled by County Administrator Vic Carpenter, the presentation was aimed at reinforcing council members’ understanding of the responsibilities and limitations of county government, particularly during the budgeting process. Anna Berger, senior research associate with the University of South Carolina’s Institute for Public Service and Policy Research, led the presentation.
