Kershaw County Council will hold a special meeting Tuesday to consider implementing public hearing rules, a move that could set time limits for speakers at a public hearing involving setting the millage rate. According to Council Vice Chairman Sammie Tucker Jr., the special meeting will begin at 5:30 p.m., normally the time council begins its regularly scheduled meeting. Council will then begin its regular meeting immediately after the special meeting.
