Elgin Town Council will swear in a new municipal judge during its meeting today. Mayor Melissa Emmons will administer the oath of office to Justin Kata. Once Kata is sworn in, he will join fellow Judge David Reuwer and replaces Judge Tommy Morgan, who will become a judge for the city of Camden, in turn replacing Judge Rick Todd.
