Camden attorney Tom Mullikin became the new commander of the S.C. State Guard (SCSG) during a ceremony on Saturday. Mullikin, promoted from colonel to the rank of brigadier general with the guard, took over from retiring Brigadier General Richard Eckstrom. The state’s military department is commanded by the state’s adjutant general, currently Bob Livingston, and includes the S.C. National Guard -- part of the nation’s military -- and the SCSG, an all-volunteer organization.
