The final Wednesday of the legislature’s regular session can be even more exhausting than the final Thursday. On Thursday, South Carolina’s constitution requires the House and Senate to gavel out by 5 p.m. There’s no such deadline on Wednesday, and stacks of bills face certain death if they don’t beat the mad rush to get the vote that tees them up for a final vote the next day.
