Morgan: Do we really need another Act 388?

At a superintendents meeting in September, I heard a presentation from a member of the S.C. Senate Finance Committee staff on budget and revenue issues which will impact our state. It’s often difficult to get one’s arms around fiscal issues because the information is generally presented in pithy sound bites reflecting the bias of the politician, media person or interest group being quoted. This particular presentation, however, got my attention because it put tangible numbers and an objective picture on the table.
