When Kershaw County Council passed third and final reading of the county’s proposed budget on a 4-3 vote Tuesday (see “County council passes final budget”), it included an amendment put forward by Councilman Sammie Tucker Jr. to create an annual $49,000 fund -- pulled out of the capital reserve fund -- for seven district accounts of $7,000 each. Each account, Tucker said, would be allocated to each of the county’s seven districts and the at-large seat controlled by the chairman. Council members could then, when they felt necessary, make motions to allocate all or part of their $7,000 toward capital -- not operating -- projects sponsored by “legitimate community organizations” with 501(c)(3) or other non-profit charitable status.
