For years, there has been a parade of critics claiming the Kershaw County School District (KCSD) and its board of trustees do not know what they’re doing with its tax dollars. We think Moody’s recent upgrade of the district’s general obligation bond rating from A1 -- already a very good rating -- to Aa3 should silence those critics. If anything, Moody’s statement it issued the upgraded rating because, in part, “reflects the district’s improved reserve position,” should make folks realize the district has been saving money rather than spending it recklessly.
