In reply to the letter on open carry, it is true that many persons do not apply for a permit because it is a form of registration. The government may not know what type of firearm you have, but they will know, unless you used a borrowed firearm to take a class, that you have a firearm. Many do not want to go through the hassle of reapplying every few years for a permit.
