Kershaw County Council Chairman Julian Burns is fond of telling us “We have a shared vision” as he refers to the VisionKershaw 2030 plan hatched in 2015 by a group of special interest groups and the Santee-Lynches Council of Governments, a/k/a the COG. “The people have spoken” the chairman claims.
