Unfair cell phone tax in Elgin

As of my June 23, 2012, and July 23, 2012, phone bill, I find that the city of Elgin, S.C., has begun to include a city license tax on my phone bill of $1.12. (I am not a resident of Elgin.) I spoke to Elgin Mayor Brad Hanley, and he informed me that the tax is imposed on all users of a cell phone tower built in Elgin in approximately 1995. The tax appears to have been imposed in the last few months on users. As I have approached neighbors, it appears that only cell phone users that have an Elgin area phone number are being charged the tax.
