Lounges facing Sunday New Year's Eve Once every seven years New Year’s Eve falls on a Sunday, and that creates problems for alcohol venders in Kershaw County, in addition to the usual amount of headaches for law enforcement officials. State law prohibits the sale of alcohol on Sundays unless it’s served by a non-profit organization, or a local government passes a referendum allowing businesses to purchase special licenses to do so, Alcohol Beverage Control Commission Director Nick Sipe said. Sipe said the municipalities and counties that have passed such a referendum are Hilton Head, Atlantic Beach, Tega Cay, Charleston County and neighboring Richland County.
