When Family Court Judge William Byars of Camden went to Washington, D.C., in November, he carried with him in his wallet, as he always does, a picture of a little girl. He was in the capital to accept an award on behalf of South Carolina Families For Kids and to watch President Bill Clinton sign the Adoption 2000 Bill. For Byars, the little girl in the picture is a reminder of why the adoption system in this state has had to change so radically in the past few years -- a change that helped bring about the passing of state and federal laws for the protection of children and helped the state bring home the award for child welfare and legal reforms from the national Department of Health and Human Services.
